Birmingham failed to deal with a run into their penalty area from Ben Burgess and, when the loose ball broke to Kabba, he fed a pass into the path of Wales international midfielder David Vaughan.
Vaughan just had Taylor to beat from 12 yards only to see his angled drive spectacularly tipped away by the Northern Ireland international's outstretched left hand.
But there was nothing Taylor could do when Taylor-Fletcher pounced to seal Blackpool's well-earned win with his first goal of the season.
